In other words, Who is the guy who tells the game designers "I want a game that's first person shooter. I want it to include.....and can't have....."? and how does someone get into that career?|||It's different from company to company.
In larger game companies it is more of a process with the initial idea stemming likely from one of the lead producers or from a company board meeting (this is how cr*ppy movie tie in games usually get green-lit.)
Usually it is whoever holds creative control of the idea. The lead production designer, lead programmer or executive producer. Sometimes it's a mix up of concept artists & writers/programmers in smaller companies run by a large publisher.
If the real question you are asking is how do I get my game made. Simple make an indie version of it yourself. Copyright the idea and distribute it to see how what the response is. If response is good then you can pitch the idea to a larger company. If you are a talented artist, you could always draw up some concept art for your presentation always good to have visuals, but keep them to the point. Don't over elaborate, unless asked to.
If all else fails you can always go into business for yourself and start your own company.
How to get started. Just pick some field that is involved with the process that you wish to do. Software programming, Conceptional art, marketing. Remember everyone starts small these days. Just keep climbing that ladder and kissing the right butts.
You could also try applying for an unpaid intern position. You won't be involved with anything remotely important but it might not be a bad idea to get a feel for the industry and perhaps make some connections.
