However, I think you'll find not all child molesters are pedophiles, so technically the answer is no. Anyone could have sex with a nine year old, a few hundred years ago, and in some societies today, it would've been socially acceptable. There's probably a lot more pedophiles than you think, but most of them would not have the capacity to have sex with a child.
